The importance of human resource information systems and modeling its role in human resource development

The definition of development and practice has always been one of the most controversial issues in the current world. Human resource development framework to help employees develop skills, knowledge, and ability of individuals and organizations through educational opportunities, Career development, succession planning, performance management and development, coaching and organizational development to provide organizational goals. So, The developed human resources have a fundamental role in the growth, dynamism or disruption of an organization. Human resources is the most important capital and competitive advantage of every organization and undoubtedly the development of human resource is the key process of of human resource management. The development of human resources in any organization requires specific strategies and implementation mechanisms which can be referred to the Human Resources Information System, because the development of human progress is happening rapidly in our time so that make the role and functions of human resource information systems necessary in organizations. So, The aim of this study was to evaluate human resource information systems and modeling its role in human resource development. The population in this study consisted of all managers and employees in the headquarters of the Ministry of Culture and Islamic Guidance that 539 people are declared. Of this population, using Morgan's sampling table, 218 employees were selected as sample. The research method is descriptive and correlational. Measuring tools are the questionnaire of Human Resource Development with reliability (0/80) and the questionnaire of standardized human resources information system with reliability (0/78). Data was analyzed by using descriptive statistics (frequency distribution, mean, etc.) and inferential statistics (t single sample, Pearson correlation coefficient and Structural Equation Modeling). The findings showed that The use of human resources information systems in all dimensions are lower than average, except for hardware and software and databases that are higher than average. The resulting output LISREL software showed excellent fit model. The results showed that, between ICT and human resource development through management information system components Respectively ɣ= 0/24, and 0/05p human resource development through decision support system component equal to ɣ =16/0, and 05/0 p human resource development through strategic information component equal to ɣ= 0/18, and 0/05p Human Resources, Human Resource Development, Modeling
