IMPROVING DRIVER TRAINING AND ASSESSMENT IN THE ACT

Competency Based Driver Training and Assessment (CBT&A) was introduced into the ACT in November 1997 and has proved to be an extremely popular alternative to the 'one-off' driving test. After only 18 months of operation, approximately 70 percent of novice drivers in the ACT now gain their licences through the CBT&A system. This paper outlines the rationale for introducing CBT&A and how it was implemented. It also provides quantitative and qualitative information on how the system has operated to date.
