The invention discloses a distributed-storage-based SCA component loading device and loading method, and aims to improve the loading speed of an SCA component. The SCA component loading device comprises a concentration line connected to a loading interface driving device on a GPP and a plurality of loadable target devices; the GPP further comprises loading agent logic devices connected to a loading interface driving and a GPP memory; the number of the loading agent logic devices is the same as that of the loadable target devices; records of loading files are stored in the GPP memory; the plurality of loadable target devices are connected to inside loading concentration lines; a loading agent device is arranged between the inside loading concentration lines and the concentration line, and is also connected to a loading memory; the loading agent logic devices on the GPP according to the records of the loading files in the GPP memory calls the loading agent device through the loading interface driving device and the concentration line, and the loading agent device is used for realizing loading of the loadable target devices according to data of the loadable target devices in the loading memory.
