Concentration of Moving Goods in the Organized Brazilian Ports

The ports represents one of most important chain link for Brazilian transport and logistics, setting up as strategic element of international trade. It has been estimated that 95% of exported goods pass through the ports. Brazil has 5.28 thousands of miles of navigable waters and moved more than 900 thousand tons of goods trough the public ports service and the private. Despite of sector importance, there are still many bottlenecks that rise the cost with transport and logistics of goods achieve 12% of companies revenues. The State economics regulation arises to solve these market fails, but, before start take effect should know the markets structure of target to be regulated. The public services granted to private initiative were considered economically as a natural monopoly, nowadays as complexities of these instruments and transactions there is no clear definition of dominant market in this sector. It is fundamental to establish mechanisms that avoid the development imperfect market structures, why these tend to make the prices artificially, broken the law of supply and demand damaging the users. One of the parameters that can be used in transport planning as a identification of market structure element and to get enhancement of regulation is the concentration market analysis. This analysis aims to identify the market concentration level for one industry which order to guaranteed a favorable environment to upgrading of a efficiently economic service delivery. The theoretical basis come from Industrial Organization Theory (IOT), that shows the industry is defined by a companies set which works in the same market, and these actors and theirs consumers form the market. Using the Concentration Ratio (CRk) and Hirschman-Herfindahl index (HH) to measure the goods moved by the Brazilian ports from 2001 to 2013. The results show the trend of concentration of move of the goods in same Brazilian ports. This situation can reduce the concurrency level, leading the system to inefficiently per Economic delivery service.
