Is it our emperor or all of us who have been caught "kaalgat" by HIV?

In Uganda numerous reviews have found that one of the key factors in the success of reducing HIV rates was the countrys open and assertive response to the epidemic through its national voluntary counseling and testing (VCT) program. At individual level VCT is noted to be a highly cost-effective way of reducing unsafe sex increasing condom usage among HIV negative people from 34% pre-VCT to 93% post-VCT. Furthermore VCT is also a crucial way in reducing the denial and stigma/discrimination surrounding HIV by making the patients aware of their HIV status. It is noted that less than 10% of the 5 million South Africans infected with HIV are aware of their status. Despite this the South African president does not promote HIV testing as this would support a particular paradigm. In effect it was pointed out that there is a need to support the Treatment Action Campaign and to relay the equally obvious comments about AIDS to the President. Moreover VCT should be promoted and must be correctly incentivised to ensure the success of the program.
