The invention provides a steel plate for a 460MPa grade low-alloy high-strength structure. The steel plate is prepared from the following chemical components in percentage by mass: 0.03-0.09% of C, 0.10-0.40% of Si, 1.00-1.60% of Mn, 0.01-0.03% of Nb, 0.005-0.030% of Ti, 0.015-0.045% of Als, 0.0005-0.0030% of B, less than or equal to 0.015% of P, less than or equal to 0.007% of S, and the balance of Fe and inevitable impurities, wherein the carbon equivalent is less than or equal to 0.35%. A production method of the steel plate sequentially comprises the following steps: smelting, refining, continuous-casting, heating a steel blank, performing controlled rolling, performing controlled rolling, and cooling slowly, thereby obtaining a finished product. The steel plate for the 460MPa grade low-alloy high-strength structure is good in property and low in cost, the carbon equivalent is not greater than 0.35%, and the production process is simple and easy to operate.
