The process of capital outflow has been and remains one of the most important and pressing issues, the avoidance of which objectively negatively affects the economy of the country. The issue of "capital flight" can be addressed from different sides:
First, it is the outflow of foreign capital, which is evident in the fact that foreign enterprises are reducing the share of investments in Russian organizations;
Second, the outflow of Russian capital abroad, which is reflected in the increase in foreign assets of Russian residents.
The problem of capital outflows abroad for the first time during the 1990s remains relevant to the present. The article deals with economic problems causing "flight" of capital abroad, as well as proposals to prevent illegal export of capital abroad.
The dynamics of capital flight over the past 20 years has shown that capital flight from Russia is spontaneous and not permanent. This is because performance can change greatly due to seemingly minor phenomena. This indicates an unstable situation in the country, an unstable investment climate and an unstable economy.
It is worth noting that capital flight is a negative phenomenon that requires certain measures by the State. First, creating a favourable investment climate through anti-crisis measures, increasing GDP, curbing inflation at the same level and preventing inflation from rising. Secondly, it is necessary to develop poorly developed industries on the part of the State, such as engineering, manufacturing, or textiles.
Moreover, to prevent capital flight, it is necessary to constantly improve the legislation, as new schemes of capital withdrawal abroad are emerging over time and the State must combat this phenomenon. The fight against corruption, as well as the conclusion of bilateral international treaties with countries, in which a large amount of capital is spent, are also important areas of prevention of capital outflows abroad.
