A Study on the Integrated Management of Safety Standards - Focusing on the Legalization Plan for the Impact Assessment of Safety Standards -

The need for integrated management of safety standards has emerged, and in June 2013, the Ministry of Public Administration and Security established the Safety Standards Council through the revision of the 『Framework Act on the Management of Disasters and Safety』. The introduction of the safety standard registration system has provided an opportunity to resolve the problems caused by the distributed management of safety standards, but at the present stage, many improvements are required. Therefore, this study analyzes the current status and problems of the safety standard registration system that has been introduced and implemented since 2014, and suggests: mandatory registration of safety standards; a tool to support autonomous safety management standards; improvement of safety standard registration system; introduction of a whole process management system of safety standards; improvement of safety standard classification system, etc. In addition, in order for efficient integrated management of safety standards, this study suggests legalization of “Impact Assessment of Safety Standards” in Disaster and Safety Act.
