The invention relates to a loss-controlled nitrogen fertilizer and a production method thereof which is characterized in that particles are contained in loss-controlled agent and nitrogen fertilizer; the exterior face of the particles are sprayed with oil and the weight proportion of various ingredients is 6-15 of the loss-controlled agent, 90-110 of the nitrogen and 5-10 of the oil, wherein, the weight proportion of the loss-controlled agent is 100-300 of attapulgite, 1-5 of polyacrylamide, 1-10 of monoammonium. The production method is that the loss-controlled agent is added to crushed urea powder according to the proportion of 6-15 percent for evenly blending; the obtained mixture is then treated with pelletizing on a double-roller compaction granulator; the particle diameter is controlled at 3-10 mm and the pelletized particles are then conveyed to an oiling drum of a compound fertilizer for spraying and oiling. The invention can reduce the loss of nitrogen elements by 20-60 percent, improve the utilization efficiency of the nitrogen, reduction the pollution of nitrogen to water and air and has the function of soil improvement.
