The present invention is a photoelectrode that is provided with at least a transparent electrode, and a porous semiconductor layer, which supports a dye, and is laminated on the transparent electrode. The porous semiconductor layer has fine particles bonded therein, said fine particles being composed of a semiconductor, a porous material is formed with gaps among the fine particles, and in the porous semiconductor layer, a plurality of holes are dispersively disposed, each of said holes having a long diameter larger than that of each of the gaps.
