SNR and BER degradation of upstream RFoG signals due to accumulated RIN and shot noise of off-state R-ONUs

Recent SCTE presentations have suggested that the SNR power penalties can be greater than 7dB for off-state R-ONU power levels of -30dBm. Our experimental and modeling results show power penalties far smaller than this.
