HIDRELÉTRICAS E REASSENTAMENTO: ENSAIO SOBRE A TEMPORALIZAÇÃO DOS IMPACTOS LIGADOS A (DES)TERRITORIALIZAÇÃO DAS FAMÍLIAS REASSENTADAS EM SANTA RITA, RONDÔNIA

2020
The objective of the article is to identify and temporalize the impacts generated on the (de)territorialized residents of the Joana D’arc I, II and III settlement, resettled in Santa Rita, due to the construction of the Santo Antonio hydroelectric plant, on the Madeira river/RO. The methodology consists of bibliographical, documental and fieldwork research. The guiding concept is territory, as it helps in understanding power relations and in discussing the territorialization process, due to the appropriation of part of the Madeira river by the Santo Antonio Energy (SAE) company, with the purpose of generating electricity. The results show that even before the plant is implemented, it causes changes, regarding the uncertainty of the future of the population that will be affected, called speculative impacts. At the moment of its materialization, there is the immediate impact, which means the deterritorialization of the communities at the confluences of the reservoir and, consequently, after its construction, the procedural impacts occur, which in this case, the attempts to reterritorialization focus of observations and analyses. By temporalizing the impacts, overlays interests and conflicts regarding the use of natural resources are evidenced, which extend to the present day.
