Вопросы реализации государственной политики в контексте становления института автономных некоммерческих учреждений

In the article, the issues about reformation in Russian budgetary sphere particularly the education organizations are investigated. The hardship of budgetary organizations is exposed. It is determined that one of perspective direction of state policy in this sphere is institutional restructuring, effectiveness increase of application of budgetary funds and attracting additional finance flows in social sphere. The solution of this task the most adequate is possible with the aid of implementation such innovative transformations aimed at result as creation the autonomous organizations.
