The invention provides a method based on frequency agility for changing radar target properties such as radar cross-sections (RCS). The method can be achieved by an antenna radiation model, target geometrical modeling, a target electromagnetic scattering model, secondary scattering calculation among components, target RCS simulation under frequency agility, target angular glint under frequency agility, imaging simulation, darkroom verification testing and model testing. According to the method based on the frequency agility for changing the radar target properties, the frequency agility technology is applied to the research field of target electromagnetic scattering characteristics, by means of an established target electromagnetic scattering characteristic model, target broadband decorrelation characteristics such as the RCS under the frequency agility are achieved, and the requirements of microwave radar overall design to the target characteristics are met.
