The modern economy is oriented on large-scale innovative transformations. The important direction of social and economic development of the country and its regions creation and providing conditions for effective functioning of national innovative system as sets of the elements providing production and a transfer of scientific knowledge admits. Relevance and insufficient degree of a scientific readiness of a perspective of influence of public-private partnership on social and economic development of Russia caused requirement to focus attention on the matter. It is advisable to consider aspect in the regional plane on the example of interaction of two non-profit organizations: The Russian union of young scientists and restored the educational function on Tambov region societies «Znaniye», with institutes of civil society.
