Cambios en la Estructura Organizacional del Sistemade Salud Público Chileno Post Reforma del 2004en Valparaíso - Chile

2016
This document reports the evaluations carried out by regional and local health’s actors about the implementation of the AUGE-GES reform in Valparaiso, collecting the positives and negatives changes in the organization observed in the medical attention related with some health specialties and the primary care. Here we argue that the logic of prioritization and focalization of the AUGE-GES Reform, described as urgent attention in some diseases, created attentions protocols, imposed periods of time and goals to achieve monetary incentives for the health workers. But this logic can´t be adopted by the whole health system for a long period of time, because those organizational values inspired by the traditional health attention logic focus on the biological paradigm, deny the progress of the integral health attention model in the family and community health.
