In 1987, through the addition of an Annex dedicated to Airborne Toxic Substances (Annex 15) to the Great Lakes Water Quality Agreement of 1972, the governments of the United States and Canada recognized atmospheric deposition as a significant pathway of persistent toxic substances to the Great Lakes, some of the largest bodies of fresh water in the world. One of the requirements in that annex was the identification of specific sources contributing significantly to the deposition of such substances.
