The investigation about electrodynamical coupling in the ionosphere between high latitutede and low latitude has been done since along time ago, but for the equator zone it has been rarely done. This paper, discuss about investigations of a case-study about the effect of penetration electric field from high latitude to low latitude, especially to the equatoer zone above Biak (01 degree 11 S, 135 degree 07 E) during geomagnetic storm event on Nopember 3, 4, and 5, 1993. The geomagnetic storm was indicated with the changes of Dst index, that began with a litlle increase at 05.00 LT on Nopember 4, 1993. While geomagnetic storm in aurora zone was indicated with thw changes of AE index, that began increasing at 02.00 LT on Nopember 4, 1993 and it reached the peak at 00.00 LT on Nopember 5, 1993. The changing both AE and Dst after several minutes caused the changes of h F at 07.00 LT on Nopember 4, 1993. While the changes of foF2 occurred at 00.00 LT on Nopember 5, 1993. This fact proves that penetration electric field was occured and it effected foF2 pattern.
