Lpr device having electrical charging device and license plate recognition function and parking management system and method using the same

The present invention relates to a license plate recognition (LPR) device including an electric vehicle charging device and an LPR function, and a parking management system using the same, and an operation method thereof. According to the present invention, the LPR device (100) including an electric vehicle charging module comprises: a parking display unit (120) to display parking information including a full/vacant state of a parking side; a vehicle detection unit (130) to detect an entered vehicle entering the parking side; an image acquisition unit (140) to acquire a license plate image of the entered vehicle; a charging module (150) capable of charging an electric vehicle, and including a charging module display unit (153) to display all or a part of charging information including a charging time and a charging amount; a charging module mounting unit (160) formed on one surface of the LPR device (100) to enable the charging module (150); a charging module power outlet (161) installed in the charging module mounting unit (160); an LPR display unit (170) to display the parking information including charging information and a parking time in accordance with selection of a user; an LPR communication unit to communicate with at least one external device; and an LPR control unit (110) to control one or more among the parking display unit (120), the vehicle detection unit (130), the LPR display unit (170), and the LPR communication unit (180), and to count an entry/exit time of the parked vehicle.
