Trends in fatality rates in bituminous coal mines, 1970-85.

This letter suggests that the arrest of progress in reducing fatality rates in underground mines is due in part to the following: opposition of the present Administration to regulatory intervention in industry; decline in expenditures for enforcement activity; and decline in the proportion of citations issued as significant and substantial which require a larger civil penalty.
