Reading comprehension - solving arithmetic problems of verbal statement (APVU), through intermediary of the information and communication technologies, in 3rd grade students of basic education in Colombia, which is involved with the use of digital open educational resources the relation is analyzed (REDA). From a vision quantitative, the research is located in it descriptive-explanatory-analytical, using the dimensions didactic, pedagogical, technological. The design incorporates observation, surveys and the cuasiexperimento. The results demonstrate changes state initial-mediation technology-State end in the resolution of (APVU). It is concluded that the REDA fostering communicative competence of mathematical problems
