Theory and Approach of Post Evaluation on Communication Investment Projects

Combined with the characteristics of communication investment projects,the concept and necessities of post evaluation on communication investment projects are firstly elaborated.Based on analysis of contents of post evaluation on this kind of project,the post evaluation index system is pointed out,including objective evaluation,process evaluation,benefit and effectiveness evaluation,influence evaluation,and sustainability evaluation indexes.The logical framework approach,comparison approach,success degree approach are demonstrated with examples in this paper.A new comprehensive evaluation method is also proposed on the basis of linguistic judgment matrix and fuzzy judgment matrix which may be applied to the distribution of index weights,the translation of qualitative indexes into quantitative indexes,and the value assembly of multiple indexes.
