The present invention discloses a method and a cored wire of molten steel alloy, comprising the cored wire core and an outer layer wrapping the core layer, wherein said core layer contains 50-99% by weight of titanium iron alloys, from 0.1 to 45% by weight of aluminum, 0.5 to 20% by weight of magnesium and 0.1 to 20 wt% calcium oxide. Cored wire of the present invention is used in either the LF or RH refining of molten steel alloy, are such that the yield of titanium can reach 80% or more, further, cored wire of the present invention also has a more liquid steel high cleanliness.
