The invention discloses a joint source-channel coding method based on wavelet frame transform. A transmitting end comprises the following steps: 1. after processed by a wavelet frame decomposer, an original image is converted into sub-images with different frequencies; 2. predictive coding is carried out on a low-frequency coefficient matrix, and respectively independent SPIHT compression coding is carried out to three subtree matrixes; 3. a controller classifies compressed code flow according to importance; 4. a channel encoder carries out unequal error protection to different source code flows with different importance levels, and coding output is sent to a wireless channel by parallel/serial conversion and a modulator. A receiving end comprises the following steps: 1. a receipt signal enters a corresponding channel decoder by the parallel/serial conversion and the modulator to finish the channel coding with different code rates; 2. the controller outputs and reconstructs codings to form four parts of code flows which correspond to the low-frequency coefficient matrix and the three subtree matrixes; 3. the four parts of the code flows are respectively decompressed, and a coefficient matrix after initial transform is calculated out; 4. a wavelet frame reconstructing device regains the original image by the coefficient matrix.
