The device comprises skin effect heating components arranged in concrete of the top surface of the steel-concrete combined track beam, and the skin effect heating components comprise a plurality of heating steel pipes and cables passing through the heating steel pipes; skin effect heating components are also arranged on connecting steel plates for connecting a guide surface and side surfaces of the steel-concrete combined track beam; and the cables are connected in series to form a loop or are refluxed by utilizing the heating steel pipes, and single-phase alternating current is supplied in the cables. The device provided by the invention can be used for quickly melting ice and snow on the traveling surface of the steel-concrete combined track beam.
