Disclosed are a knot-tying device and a knot-tying system having the knot-tying device. The knot-tying device comprises a shear knife (18) disposed at a front end of the delivery rod (6). A handle of the shear knife (18) is opened by means of an elastic member, and the handle is pressed by the delivery rod (6) to close and cut a suture. The shear knife (18) is used as a substitute for a cutter in the prior art, and the shear knife (18) is driven to close by means of the delivery rod (6) so as to realize a shearing function. When a suture is cut off by the shear knife (18), the requirements for the sharpness of the blade are greatly reduced, and cutting can be realized by common processing methods, thereby greatly reducing costs while ensuring reliability. In addition, the abrasion on the blade from the suture is reduced, thereby greatly prolonging the service life of the product and being able to realize a suture-cutting function in a faster and better manner after knot-tying.
