This report summarizes three reports on a rational and sustainable use of fisheries resources and on an increase of the contribution of fisheries to the economy of Mauritania, presenting key findings and recommendations within a common analytical framework. The report confirmed the importance of the sector, and especially the fishing industry. However, the report also confirmed that the natural resource based sector activity and its contribution to the economy is falling (that is the value of revenues in foreign currencies or contribution to government revenue). From a diagnosis of the sector, the objective of the study was to analyze the value added created by fishing, how this value could benefit the country and if, for example, a lack of investment in infrastructure was the key factor has prevented integration of the greater sector in the national economy. The study of macro-economics related to the fisheries sector complements two other studies conducted with the support of the World Bank as part of an advisory support to Mauritania. The first of these studies is to evaluate current plans to manage fisheries, the second is an analysis of institutional structures and management of the sector and contains proposed adjustments to facilitate implementation of development plans for fisheries. It is possible that this economic study is used to support decision making for strategic sector management and that the scenario it proposes to initiate a process of sustained increase in net profits for the public and private sectors through the responsible use of fisheries. The study contains specific proposals for a broad consensus between the Government and local and foreign business partners about a vision for a sustainable and profitable industry. It identifies the investments and actions that may be funded from the World Bank Group, including IFC, MIGA and the IMF to support such a vision.
