The main purpose of the paper is to discuss the issue of the capital city of the Unified Korea. To address the question of where should be the capital of Korea after reunification, five criteria were suggested based on the experience of Germany as well as on the realistic definition of reunification. First, the new capital should minimize the potential conflicts between South Korea and North Korea which can be raised during the process. Second the new capital should contribute in vitalizing the regional development of North Korea to reduce the region inequality problems after reunification. Third, the new capital should succeed the historical legitimacy of Korea. Fourth, the new capital should show symbolically what will be the most important policy target in the Unified Korea. Finally, the new capital should locate in the middle of the Korean Peninsula. The paper strongly suggests the North Korean city. Gaesung, is the most suitable candidate which can satisfy the five criteria described above. The paper argued in detail why the city of Gaesung has historical, political and geographical justifications to be the unified capital city of Korean Peninsula. The paper finally concluded that to open the door of reunification, a mutual understanding and trust should be built between South Korea and North Korea.
