Velvet Antler Industry and its Resources as a Factor of Sustainable Development of Highlands

This paper dwells upon theoretical and methodological principles behind the buildup and estimation of resources available to the velvet antler industry in highlands. It presents the theory behind this resource-based approach and the principles of how the industry can build up its resources. The paper further estimates, analyzes, and monitors the current state-of-the-art of the velvet antler industry in the Republic of Altai, Russian Federation. The authors propose and substantiate their projections of further patterns in these resources. They make a proposal on how the state could support the industry and its resources in the Republic of Altai. The paper formulates focus areas of governmental support for the industry, namely institutional, material, logistic, infrastructural, and resource measures.
