PURPOSE: An electronic device having an electro static discharge protection device and a method of fabricating the same are provided to prevent the increase of a plane size of an electronic apparatus by forming the device on a substrate on which an electronic chip and/or an integrated circuit is formed. CONSTITUTION: An electronic device having an electro static discharge protection device is composed of a substrate, a ground electrode, a first element electrodes, and a dielectric layer. The substrate(W) includes an element to be protected from the electrostatic discharge. A first element electrodes are positioned at a different level from the ground electrode on the substrate, and a first element electrodes are electrically connected to a device while being overlapped with the ground electrode partly. The dielectric layer(20) is formed between the ground electrode and the first element electrodes.
