This study aims to look in the hidden, true feelings of Russia about humans, furthermore, the weak, which were exposed in the urgent situation by analyzing Russian welfare policies for the disabled in the post-Soviet process, since it is believed that the future society of Russia relies on the direction of the true feelings. The welfare policies for the disabled in the post-Soviet era can be classified into a residual model, an institutional model and an achievement-oriented model. Analyzing these three models is the fundamental orientation of analysis in this study and based on the characteristics of individual models, the overall traits of Russian welfare policies for the disabled and the directions were considered. From a legal perspective, Russian welfare policies for the disabled during the post-Soviet era can be divided into an institutional model, and from two executive perspectives of vocational education for the disabled and program for the disabled run by the Ministry of Labor, they can be divided into a strong residual model. This result implies that the inside and outside of the welfare policies of the times for the disabled were different from one another. Of course, it is undeniable that this was a transitional issue, which resulted from the political and social chaos at that time. But what those welfare policies for the disabled belong to a residual model to reveal the inside, that is to say, the true innermost feelings from executive perspectives demonstrates that when it comes to treating the disabled, the Russian government put emphasis on economic efficiency in those days.
