The application provides a progressive flow scheduling method and system capable of filtering vibration. The method comprises the following steps that: S1, an edge service node sends a detection request to all central nodes regularly and each central node returns integrated load information, as a response, of current equipment to the edge service node; S2, after the edge service node receives the integrated load information of the central nodes, the central nodes are sorted in an ascending order according to round-trip time (RTT) of the central nodes, a load situation of each central node is determined according to the integrated load information of the central node to determine a flow scheduling strategy of each central node, and then a load threshold value of each central node is updated; and after the edge service node receives a request sent by a user, an IP of the central node that is going to send the request finally is queried based on the load threshold values of the central nodes, and the request is forwarded to the corresponding central node.
