The invention discloses a quantum secrete key distribution method based on a low-altitude aircraft, and the method comprises the following steps that the low-altitude aircraft carries quantum secrete key distribution equipment to fly to a specified position A according to a command, and completes the distribution of quantum secrete keys along with ground quantum secrete key distribution equipment; the low-altitude aircraft flies to a position B to distribute the quantum secrete keys, thereby enabling the low-altitude aircraft to form the same shared secrete key between the position A and the position B; and finally ground encryption communication equipment employs the shared secrete key to complete the quantum encryption protection transmission of data, and achieves the safety guarantee of the ground communication. The invention also discloses a quantum secrete key distribution system based on the low-altitude aircraft, and a low-altitude aircraft quantum secrete key communication network and method. According to the invention, the constraint from the fixing of a physical line channel is overcome well. The system is great in maneuverability, can achieve quick deployment, and gets rid of the constraint from the secrete key distribution of a conventional fixed line type.
