However, the people's supervising system still has many deficiencies and shortcomings due to a variety of reasons. As a result, Hu Jintao raised the ideal of <||>putting the operation of power under the sunlight<||>. Laying emphasis on this ideal means that the government should operate power both in open and transparent environment, democratic and legal circle, and restrictive and supervisory mechanisms. Nowadays, to carry out Hu Jintao's ideal of <||>putting the operation of power under the sunlight<||>, its premise is to transform the government functions, its main point is to separate power partly, and its guarantee is that our Party holds the rein of government legally, democratically and scientifically.
