Parking and stopping control system, mobile for official and server used in there, and method therefor

PURPOSE: An illegal parking and stopping enforcement system, an administrator communication terminal and server used for the same and a method thereof are provided to accurately determine a violation of a vehicle and simplify administrative procedures for the violation. CONSTITUTION: An RFID tag(110) is attached on a vehicle and generates a unique identification code. A vehicle information server(120) stores vehicle information including a license number of the vehicle and a mobile terminal identification number of a car owner in a database. An administrator communication terminal(130) includes an RFID reader, a GPS receiver and a wireless communication unit. The wireless communication unit is connected to the vehicle information server and transmits the unique identification code corresponding to the RFID tag. The wireless communication unit notifies an illegal parking and stopping violation to the car owner.
