Проблема поширення абсентеїзму в Україні та шляхи її вирішення

The purpose of the article is to study the phenomenon of absenteeism in Ukraine in the aspect of electorate non-attendance on the election, to determine the reasons of its nascence and to formulate proposals for solving this problem. Scientific novelty is in the systematic analysis of one of the main problems of the electoral process in modern Ukraine – the mass spreading of the phenomenon of absenteeism, finding out the causes of its occurrence and developing ways to overcome it. Conclusions. The low turnout of Ukrainians in the elections indicates: 1) imperfection of the election legislation; 2) distrust of the population in the possibility of choosing worthy candidates; 3) instability of the political system of Ukraine as a whole. Establishing stricter requirements for candidates for election positions, enshrining the principle of mandatory expression of will in the Electoral Code of Ukraine would be effective means of overcoming absenteeism. It would be expedient to enshrine in the law the principle of righteousness of the agitation campaign, which would promote the stability of national and state ideology, objectivity and reliability of informing citizens, formation of a clear and real strategic course of state development. At the same time, the elimination of these problems is impossible only due to amendments to the relevant legislation. To solve them, it is necessary for public authorities and local governments to conduct an active information policy among the electorate, aimed at acquainting the citizens of Ukraine with innovations in electoral legislation, as well as educational policy through educational institutions to establish political consciousness and culture of future voters. We also consider promising the direction of research of the possibility of organizing and developing an electronic voting system.
