The author identifies briefly the role and objectives of conurbation public transport, with particular reference to buses; then discusses the road traffic environment for the operator and highlights issues which affect the quality of service and what the operator can do about it: he then deals with the institutional framework and competition. Finally, a marketing perspective on the public transport operator illustrates a number of issues which fall largely within the operator's own responsibility, and where operators themselves need to take the initiative to improve the service they provide.
