The Role of Russian Flagship Universities of Russia in the Formation of the Scientific and Human Potential of the National Centers of Technological Excellence

The increasing role of the flagship universities in regional development is driven by the consistent policy of the state in forming the centers of technological excellence. To become a regional center of excellence, a university must have a set of proven specific competencies in a particular field, both in terms of educational and research activities. This paper summarizes the advanced experience of the flagship universities in Russia in creating the centers of technological excellence on their basis. More than that, the authors identify the key directions for the development of regional flagship universities as the most important structural units, considering them as a factor in the formation of a system of technological excellence centers.
