The utility model provides an electric field micropower electricity-taking device and monitoring system in a power cable and a power transmission line. The electricity-taking device comprise an electrode plate, an electricity-taking controller, an impedance matching circuit and a capacitor array for supplying power to a back-stage circuit. The electrode plate is arranged in an alternating electric field formed by high voltage lines; the electricity-taking controller is connected to the high voltage lines and on the electrode plate; and the electricity-taking controller, the impedance matching circuit and the capacitor array are connected in series in sequence. The monitoring system comprises the electric field micropower electricity-taking device and a communicator which are located on site. The electric field micropower electricity-taking device and the monitoring system can solve the problem of difficult power supply of an on-line monitoring system of the power cable and the power transmission line; and the electric field micropower electricity-taking device and the monitoring system have the advantages of being simple in structure, easy to realize, and safe to take electricity and the like.
