Vocational education and training and employment services in Malta

This monograph aims to provide current, detailed information and analysis on the vocational education and training (VET) systems and structures as well as of the public and private employment services of Malta as a future Member State of the European Union (EU). The information provides a baseline for the assessment of progress in implementing the priorities identified in the Joint Assessment Paper on Employment Policy (JAP) agreed between the government of Malta and the European Commission. This analysis is designed to enable Malta and the European Commission to identify the most important needs. The analysis assesses: (1) the progress made by Malta to increase the responsiveness of its VET system to labour market needs, in particular the challenges and priorities associated with the development of lifelong learning; and (2) the effectiveness of the public and private employment services in assisting unemployed youth and adults and those facing unemployment to enter the labour market. The analysis also provides a basis for positioning the development trends of these systems in relation to those in EU Member States.
