Network operator owned storages as an option for congestion management

Increasing feed-in of decentrally connected renewable generation leads to increased grid congestions that is today mitigated by active power flow control, redispatch and curtailment. This paper investigates additionally the use of network operator owned energy storages, allowed since May 2019 in the EU, and optimizes towards the most economical solution. Besides description of the model and its necessary simplifications, Germany 2030 is presented as a case-study. The results indicate that building and use of network operator owned storage is economically viable only in combination with further applications (value-stacking).
