The role of opinions of local society and experts' elaborations in planning of the commune's development. The wide participation of the commune citizens in the elaboration of strategic documents related to the development of the commune may decide of the strategy success. Therefore, it becomes necessary. Moreover, local society opinions on directions of govemance in the commune can be different from proposals elaborated by experts. This divergence can be caused by the fact, that citizens undentand the environment and its functioning better than experts gaining the information about lt mainly from the literature. To prove this thesis the researches in Kamionka Wielka commune in the Beskid Niski Mountains have been conducted in 2004 year. Opinions of local society and experts were compared with possible directions of the commune's sustainable development, researched by the author and with environmental conditions (Potoniec 2005). The comparison shows that citizens depicted similar environmental values and ways of development of their commune to those proposed by the author, whilst the directions of development pointed by the experts are not always based on environmental conditions. This fact lead to the conclusion that citizens' perception of environmental values and their opinions on directions of the development are as important as experts' elaborations in the spatial and strategic planning. It seems that too many proposals in strategic documents for the development is not desirable. Focusing on several interlinked directions of the commune's development could be more successful. lt is also necessary to promote well-elaborated documents among those citizens, who haven't participated in the planning process' to help them to choose the best way of the management.
