V5), the (VL) is greater than a rotational speed and a low speed (VL) is smaller than the rotation speed is carried out; irradiating the liquid resin material (1C) only during each rotation of the substrate (1) at a low speed that is less than the rotational speed (VL) and generates a centrifugal force that does not spread the liquid resin material (10), is performed; and the irradiation region gradually up to the outer edge of the substrate (1) is extended in the radial direction or moved.
