Análisis de la inclusión educativa de niños y niñas de nacionalidad cubana, en el sistema educativo del Distrito Metropolitano de Quito en el periodo 2008 - 2013

The present study analyzes the educational inclusion in the Metropolitan District of Quito (DMQ), especially for cuban immigrant children of basic general primary education, during the period 2008-2013, time when the presidential decree, established through the press bulletin N° 398, of free entry to Ecuador, for any person visiting the country for tourism purposes. The maximal time of stay, according to this decree, was ninety days. This phenomenon is analyzed from the theory of social inclusion and Push & Pull, which are directly related to the migratory movements of arrivals and departures from one country to another. The public and private institutions that provided information for the development of this research were: Ministerio de Relaciones Exteriores y Movilidad Humana (MREMH), Ministerio de Educacion, Embajada de Cuba en el Ecuador, Ministerio del Interior, Instituto Nacional de Estadistica y Censos (INEC), Asociacion de Cubanos Residentes en Ecuador (Acure), y Facultad Latinoamericana de Ciencias Sociales (FLACSO). In addition, interviews were conducted with experts and consultations in specialized media. The present work is developed around 3 chapters, which analyze antecedents, emigration, immigration, human rights, public policy in education and the inclusion of children in basic general education with a special focus for children of Cuban nationality in the DMQ.
