The invention relates to a manganese phthalocyanine derivative, and a synthetic method and application thereof. The derivative can be used as a catalyst for electrocatalytic reductive degradation of organic chlorine, especially as a catalyst for lectrocatalytic reductive degradation of anofex (DDT). According to the method, the designed and synthesized manganese phthalocyanine derivative with high dissolvability is used as the catalyst, and anofex is degraded in virtue of an electrochemical reduction method; and during degradative reduction, platinum nets are used as working and auxiliary electrodes, a saturated calomel electrode is used as a reference electrode, the manganese phthalocyanine derivative with high dissolvability is used as the catalyst, tetrabutyl ammonium perchlorate (TBAP) is used as a supporting electrolyte, N,N-dimethyl formamide (DMF) is used as an electrolyte, electrocatalytic degradation is carried out on anofex (DDT) in a short period of time at a certain control potential, and a conversion rate reaches 100%. The catalyst has the characteristics of simple synthesis, a fast degradation speed, a high conversion rate, etc.
