In the history of Sino-Russian regional relations, Chinese Emigrants problem in Far East is a very important and very meaningful research subject. The Soviet Union national policy provided new opportunities for the overseas Chinese in education, work and personal demand. Russia's image had been formed in Chinese emigrants' consciousness, which directly affect their later understanding on Russian society politics and economic progress. Two kinds of civilizations influenced each other in the period of the social transformation in Russia, promoted the process of the development of Chinese revolution. Social and political change occurred in China had a direct impact on Russia-China relationship latterly. The working people in China were a big reserve force for the change in the future's Changing by the Soviet leadership. The Chinese Emigrants' economic activities in the Far East, and a series of activities carried by the Soviet Union for Chinese Emigrants, all have relationship with geopolitical adjacent which promote the formation of cross-culture space, enrich the local across-civilization coordinated process.
