The role and implementation of state estimation in an energy management system

Abstract State estimation (SE) is an intrinsic element of an energy management system (EMS). Without SE it would not have been possible for the real-time monitoring and control of power systems to make the dramatic transition from the traditional supervisory control and data acquisition (SCADA) system to today's EMS. The role of SE as a mandatory function in an EMS and important design considerations which need to be addressed in implementing SE are discussed in this paper.
