Kockázatok és kockázatkezelés a mezőgazdaságban = Risks and Risk Management in Agriculture

A mezőgazdasagi termelessel osszefuggő időjarasi es piaci kockazatokat mindig is magasnak tekintettek, de a jovőben a kockazatok szintjenek novekedese varhato. Ilyen hatter előtt egyertelmű, hogy a kockazatkezeles jelentősege mind az agrarpolitikai donteshozatal, mind a vallalkozasok szintjen megnő. A tanulmany szerzői arra torekedtek, hogy atfogo kepet vazoljanak fel a jelenlegi es a varhato kockazatokrol, valamint a kockazatkezeles lehetősegeiről napjaink viszonyai kozott. A varhato jovőbeli kockazatnovelő fejlemenyekkel osszefuggesben vizsgaljak, hogy mennyire felkeszult, vagy eppen felkeszuletlen az unios keretek kozott műkodő magyar mezőgazdasag ezen kockazatokkal valo szembenezesre, es melyek a legfontosabb tennivalok a sikeres helytallas erdekeben. = Weather and market risks connected with agricultural production were always considered high, but a further increase in the hazard levels is expected in the future. Factors increasing risks include, among others, the stricter environmental and food safety provisions, the extreme weather conditions becoming more frequent due to climate change, the concentrated livestock and the expanding international trade (as facilitating the expansion of contagious animal diseases) and, in recent times, the crisis of the fi nancial markets and of the world economy, plus the eventual future decrease of the agricultural subsidies. Under such conditions it is evident that the importance of risk management increases at the level of both the agricultural policy making and of the enterprises. The authors of this study have strived to outline an overall picture of the actual and expected risks and of the possibilities of risk management under the present-day conditions. Following a short clarifi cation of the most important terms, they have reviewed the possibilities of risk management, presented the risks which have emerged recently in agriculture and the main risk management methods applied in their connection. As regards the expected future developments susceptible to increase risks, they have examined to what extent Hungarian agriculture, operating within the EU framework, was prepared or, on the contrary, unprepared for facing the challenges presented by such risks, and what were the most important tasks in order to promote the success of Hungarian agriculture.
