On the Goal and Positioning of Qingdao Talents Construction

Through comparing the talents construction with relative cities,analyzing the general position of Qingdao city's development,the location advantage,and the social economic development level,this article puts forward the goal and positioning of Qingdao talents construction,which is to make Qingdao a regional talents platform with the peninsula cities as its base,facing to Northeast Asia and serving the entire province by 2010.
