This article describes the three basic inventory systems that are capable of storing water as an asset to be used later as an income supplement to a region. These three systems are the soil-water-inventory system, the surfacewater-inventory system, and the groundwater-inventory system. The operation of all three systems are very interrelated and the gains of one system are usually the losses of another system. Such inventory mechanisms are interrelated, and the one can use such simple graphical techniques as a basic methodology for water-resources planning.
